The Foundation was established in January, 2003 as a Sri Lanka Government Approved Charity under Section 31 (7) (a) of the Inland Revenue Act No. 38 of 2000. It is also registered as a Voluntary Social Services/Non Governmental Organisation under Voluntary Social Services Organisations (Registration & Supervision) Act No. 31 of 1980 as amended by Act No 8 of 1998.
The objective of the Foundation is to utilize funds allocated from the personal wealth of its settlor, Merrill J. Fernando, in implementing charitable projects designed to uplift communities and individuals who are considered marginalized or underprivileged.

The Foundation is governed by a group of Trustees which includes:
